2月11日，上海海关决定在疫情期间增加两种陪同查验的方式，进出口收发货人可选择“不陪同查验”或“委托监管场所经营人陪同查验”方式，选择上述两种方式，进出口收发货人可不用到现场协助海关实施查验。
继上海海关后，2月12日，海关总署发布公告，也决定在疫情期间海关查验货物时收发货人可免于到场，收发货人选择不到场的，应按照公告要求做好配合工作。
海关总署公告2020年第24号（关于新型冠状病毒肺炎疫情期间海关查验货物时收发货人可免于到场的公告）
为保障新型冠状病毒肺炎疫情防控期间（以下简称疫情期间）进出境货物的快速验放，减少人员聚集，有效防止疫情传播，现就疫情期间海关货物查验时收发货人可免于到场事宜公告如下：
一、收发货人在收到海关货物查验通知后，可选择以下方式，不到场协助海关实施查验：
（一）委托存放货物的海关监管作业场所经营人、运输工具负责人等到场。
（二）通过电子邮件、电子平台等方式告知海关无法到场，海关在收发货人不到场的情况下实施查验。
二、因进出境货物具有特殊属性，需海关查验人员予以特别注意的，收发货人或其代理人应当在海关实施查验前声明。需要收发货人提供相关材料配合海关查验的，收发货人可通过电子邮件等方式向海关发送相关材料的扫描件（盖章）。
三、海关对相关货物完成查验后，由存放货物的海关监管作业场所经营人、运输工具负责人在查验记录上签名确认。
