为便于进出口货物的收发货人及其代理人正确申报商品归类事项，减少商品归类争议，保证海关商品归类的统一，根据《中华人民共和国海关进出口货物商品归类管理规定》（海关总署令第158号公布，根据海关总署令第218号修订）有关规定，海关总署制定了有关商品归类决定（见附件1），现予以公布。
根据我国进出口商品及国际贸易实际，将世界海关组织协调制度委员会的部分商品归类意见转化为商品归类决定（见附件2）并予以公布。
因制定新的归类决定而失效的部分商品归类决定一并予以公布（见附件3）。
本公告自2020年10月1日起实施。有关商品归类决定所依据的法律、行政法规以及其他相关规定发生变化的，商品归类决定同时失效。
